Reopen an existing page for further content edits

Purpose. Reopen an existing page for further content edits (pdfEditPage); close out the currently-open page/edit session (pdfEndPage).

Parameters.

Parameter	Description
`IPDF`	Document handle.
`PageNum`	(EditPage only) `1`-based page to reopen.

Return value. True on success; False if PageNum is out of range or IPDF is invalid.
