Seats are recorded, not enforced
The seat count rides in the key. No code counts installations, and the portal register is yours to keep.
Your key records how many developer seats the licence covers. Nothing in the engine and nothing on this site counts installations against that number, and there is no telemetry that could.
The portal gives you a seat register so you can record who holds what. It is a compliance tool for you, not an enforcement mechanism for us, and it would be dishonest to present it as anything else.
If your team grows past the seats you bought, buy the difference. We are trusting you, and we would rather say that plainly than imply a check that is not there.
